You're bringing up decivilisation, which in our current context is viewed by many as "the unthinkable beyond collapse". Decolonisation, decivilisation and collapse are what we in POSSIBLE FUTURES embrace and actively foster.
Just for argument's sake I do think within civilisational contexts, monetary systems of control are a different mechanism from military control, even if they feed each other. This is simply because in many civilisations / city states, military control can exist without money, and monetary control can exist without military intervention.
